After receiving a graduate degree in Psychological Services from the University of Pennsylvania, Julia worked as a capacity builder and diversity expert in Philadelphia’s public and nonpublic schools. While earning her doctorate in Education Leadership from the University of Delaware, Julia led various system-wide initiatives for educators and administrators in a K12 schools system in Wilmington, Delaware. She has been a project manager and senior advisor to education leaders for nearly 10 years.

Julia’s areas of expertise include data driven decision making, performance measurement and project management. As a senior staffer at the Department of Education, she has been responsible for strategic planning, change management and continuous improvement activities. Julia’s strong analytical, communication and interpersonal skills have made her a valuable resource to local leaders and national policymakers. Her experiences include oversight of federal grants, performance reporting and monitoring. Julia is also responsible for providing technical assistance to States and is considered an expert in identifying ways to improve internal efficiency and improve program effectiveness. She currently leads the Risk Management Service’s efforts to utilize data warehousing and business intelligence tools to design innovative continuous improvement initiatives.

Over the past thirteen years, Julia has worked as an educator, counselor, manager, director, analyst and consultant. She has taught graduate and undergraduate classes in Psychology, Education and Public Administration. Julia is fluent in Spanish and a certified Project Management Professional. She teaches Project Management courses to leaders of national nonprofits through her work with the Center for Nonprofit Advancement in Washington, DC.  She is on the Board of Reach For College and Miriam’s House.
